Why I rented a ¥6,600/month virtual office and obtained a Google Play organization account as a solo developer
As a solo Android developer, I found the requirement to recruit 12 testers a burden in getting an app ready for release. I chose to rent a virtual office for ¥6,600 per month and obtained a Google Play organization account.
The monthly fee is for the virtual office. It is not a monthly subscription charged by Google for an organization account.
Recruiting testers is a separate job
Google requires personal developer accounts created after November 13, 2023 to run a closed test with at least 12 testers opted in continuously for at least 14 days before applying for production access.
Testing requirements for new personal accounts
Recruiting people, explaining how to join, coordinating participation and collecting feedback all take time. Testing has value, but organizing it is a separate task from building the app. That administrative work was what prompted my decision.
Solo development and account type are different questions
Google offers personal and organization accounts and describes organization accounts as appropriate for business use. The 12-tester requirement above is specifically aimed at new personal accounts.
In my case, I rented a virtual office and obtained an organization account. Renting an address alone does not qualify someone for approval. The business must meet Google's verification requirements.
The cost is ¥79,200 a year
At ¥6,600 a month, the annual office cost is ¥79,200. That is a meaningful recurring expense for a solo developer.
I weighed this cost against the effort of recruiting testers and coordinating their participation. I chose to spend money on setting up a business environment as part of preparing to publish.
Someone with an existing group of willing testers might make a different choice. For an app with no revenue, the annual expense could be substantial. This is the price of my contract, not a universal fee or a claim about the cheapest option.
What to check before signing a contract
Organization accounts generally require a D-U-N-S number and business details including the organization name, address, phone number and website. Google states that applying for a D-U-N-S number is free, although obtaining one can take time.
Information required to create a developer account
Before renting a virtual office, check whether the contract permits the intended business use, supports the documents needed for verification and includes mail handling. Also check additional fees and minimum contract terms. Business details submitted to Google must be consistent with the relevant registration records.
Google Play publishes business contact information. Understand which details will be public before submitting them. My address, phone number and verification documents are not included here.
An organization account does not replace testing
My decision addressed the recruitment work associated with the personal-account publishing requirement. It does not remove the need to test an app, pass store review, complete Data safety declarations or comply with policies. Obtaining an account does not guarantee that an app will be approved.
Real users can reveal issues that a developer misses. Quality testing remains necessary regardless of a minimum headcount requirement.
Why I made this choice
I chose a ¥6,600 monthly virtual office expense and obtained an organization account because recruiting 12 testers felt burdensome.
Solo development includes everything needed to get an app to users. This was a decision about where to spend my time and where to spend money in that process.
